Research Area
eGovernment, e-Participation
Short Description
The vision of the project is to
motivate and strengthen the involvement of NGOs and citizen in the
decision making on environmental issues at a National and European
level by providing method and tools for supporting citizens
participation and collection of signatures to promote relevant
public initiatives and demands of civil society.
The main objectives of the project
are:
· Establishing the eMPOWER
Network
· Establishing a cross-border
communication area
· Strengthening and enhancing
transpa-rency and accessibility of petitioning
· Enhancing co-operation and
promoting the establishment of a commonly accepted Environmental
policy
· Increasing awareness
eMPOWER is derived from a perceived
need to investigate how and to what extent information and
communication technology (ICT) can enable a more participative
system of governance, supporting both decision-makers and citizens.
In this context, eMPOWER focuses on the design, implementation and
evaluation of ICT to support civic representation and participation
in the democratic process as well as to support decision-makers to
have a clearer idea of what their citizens want and to be able to
act with more information on their side. The approach followed is
depicted in the figure above.
